This is indeed annoying. What's worse? When someone says something TERRIBLE, then chuckles or laughs, in an effort to take the edge off what they say. "Oh, what's up with your sweater? That's the most ugly thing I've ever seen!...Tee hee!"

Ugh, I know! It's almost like they're trying to make the situation worse for both of you by making you explicitly point out their failure to achieve humor. The worst is when it's racism or other intolerance disguised as a joke. I have begun just saying "yeah, that's actually a really hateful remark towards [group x] so I didn't think it was funny at all" while making direct, steely eye contact for an uncomfortably long time. I find that in spite of my fear of being seen as unpleasant, humorless, or just generally bad at interacting with people, this is almost always worth it.

My reply to "that was a joke" when said joke was lame at best is usually "I'm sorry, did you want a pity laugh?"
